Import of personal belongings

Option when the Certificate of Participant of the State Resettlement Program (Resettlement Book) is activated at the Main Directorate of the Ministry of Internal Affairs (GUMVD) of the region of resettlement, before importing personal belongings:

  • arrive in the region of settlement;
  • upon arrival, register for migration at the place of stay (within 30 + 7 working days);
  • appear for activation of participation at the Migration Department of the region of settlement of the Russian Federation where you arrived.

From this moment on, you have 18 months to import personal items duty-free for personal use; customs clearance of items (release for free circulation) occurs at the border.

Option when the Certificate of Participant of the State Resettlement Program (Resettlement Book) is not activated in the Main Directorate of the Ministry of Internal Affairs:

  • transport your things, having registered customs transit at the border (based on an unactivated migrant certificate); upon arrival in the region of settlement, you must contact customs.
    Your things are stored either at customs (in the nearest customs warehouse) or with you, at your place of stay (in this case, the trailer is sealed at the border, and you do not have the right to use the things until they are released into free circulation).
  • upon arrival, register at the place of stay (within 30 + 7 working days);
  • appear for activation of the certificate at the Migration Department of the region of settlement of the Russian Federation.

After activation, the release of items into free circulation (duty-free) is formalized; the period for receiving benefits is 18 months from the date of activation of the certificate.

Customs transit for participants of the State Program for the Resettlement of Compatriots without an activated certificate

According to the provisions of the Federal Customs Service (FCS), the possession by an individual of a certificate of participant in the State Resettlement Program may be considered as confirmation of the intention of this person to enter the territory of the Russian Federation for permanent residence (PR), including in the absence of a mark on registration as a participant in the territorial body of the Ministry of Internal Affairs of Russia.
In accordance with this, this category of persons has the right to import goods for personal use into the territory of the Eurasian Economic Union (EAEU) with exemption from customs duties and taxes, using the customs transit procedure.

This means that the goods you bring in for personal use (your property, according to the inventory) when moving to the Russian Federation can be brought into the territory of Russia without paying customs duties, even without having a stamp in the resettler’s book from the region of settlement.

The customs transit procedure means that at the multilateral automobile checkpoint (MAPP) on the border of the Russian Federation, when you submit a passenger customs declaration (PCD) for the import of personal property, a customs officer will put an additional mark “Goods under customs control” indicating the date by which you must bring the items to the customs post in the region of settlement.
After arriving in the region of settlement, having completed migration registration or registration at the place of stay/residence and having put a mark in the certificate of a participant in the State Resettlement Program at the territorial Main Directorate of the Ministry of Internal Affairs responsible for working with compatriots, you can go to the customs post with your items for their release into free circulation.
It is important to take into account that goods for personal use are goods intended for personal, family, household and other needs of individuals that are not related to the implementation of entrepreneurial activities. These goods can be moved across the customs border of the Union in accompanied and unaccompanied baggage, by sending in international mail or in another way.
In addition to the completed PTD and inventory of items, at the MAPP it will be necessary to fill out an application for placing items under the customs transit procedure.
You should also familiarize yourself in advance with the nearest customs post to your place of residence and the conditions for temporary storage of goods on its territory. This can be done through an official request on the website of the Federal Customs Service of Russia.
The car in which you cross the border of the Russian Federation, regardless of whether you are carrying your items in it or in a trailer, is registered for temporary import under a separate PTD (the same as the trailer). In total, you need to submit 2 PTDs for items, 2 PTDs for the car and 2 PTDs for the trailer (if available).

*It is also possible that there are other PTDs if you import goods into the Russian Federation that must be declared (for example, cash in excess of $10,000 or the equivalent in any currency).

The procedure for the movement of goods for personal use by individuals across the customs border of the EAEU is regulated by Chapter 37 of the EAEU Customs Code, Decision of the Council of the Eurasian Economic Commission of December 20, 2017 N 107 (as amended on October 18, 2024) “On certain issues related to goods for personal use”.

Documents required for compensation for the transportation of personal property

List of documents, upon presentation of which the state will compensate for the transportation of things by a motor transport company, if you are moving under a state program:

• contract for the carriage of goods;
• application for delivery of goods;
• certificate of completion of work;
• invoice;
• fiscal receipt;
• if paid through a bank – a bank statement;
• a certificate that the account belongs to you (these certificates should be obtained from the bank);
• consignment note;
• inventory of goods with declared value;
• a document confirming whether the carrier is included in the register of international carriers.
