Who can also take part in the State Program ?
A participant in the State Program is a compatriot who has reached the age of 18, has legal capacity, meets the requirements established by the State Program, and takes part in it.
Family members of a participant in the State Program, who are moving with him/her for permanent residence to the territory of the Russian Federation, may be:
– spouse;
– children, including those adopted or under guardianship (custody);
– children of the spouse of a participant in the State Program, including adopted children or those under guardianship (custody);
– parents of a participant in the State Program and his/her spouse, including adoptive parents, the spouse of the father (mother) of a participant in the State Program and the father (mother) of his/her spouse;
– incapacitated or minor siblings of a participant in the State Program and his/her spouse, as well as their minor children, including adopted children or those under guardianship (custody);
– grandmothers, grandfathers, minor grandchildren of a participant in the State Program and his/her spouse;
An adult family member of a participant in the State Program has the right to independently participate in the State Program.
What are the basic rights of voluntary migrants ?
Voluntary migrants have the following rights:
for exemption from customs duties in accordance with the law of the Eurasian Economic Union and the legislation of the Russian Federation on customs regulation
to receive medical care within the framework of state guarantee programs for the free provision of medical care to citizens in accordance with the legislation of the Russian Federation
for the provision of places in social service organizations and the provision of other services in accordance with the legislation of the Russian Federation on social services for citizens
to receive services in the field of promoting employment of the population in terms of assistance in finding suitable work, organizing professional orientation of citizens for the purpose of choosing a field of activity (profession), employment, organizing the implementation of paid public works, job fairs and training jobs, informing about the situation on the labor market in a constituent entity of the Russian Federation in accordance with the legislation of the Russian Federation.

What is included in the state support package for migrants ?
The state support package for migrants includes the following types of support:
to compensate for the costs of moving to a future place of residence, including payment for travel and transportation of personal belongings
for compensation from the federal budget for the costs of paying state fees for the preparation of documents determining the legal status of migrants on the territory of the Russian Federation
to receive a monthly benefit from the federal budget in the absence of income from work, entrepreneurial activity or other activities not prohibited by the legislation of the Russian Federation during the period before acquiring citizenship of the Russian Federation (but not more than for six months). The amount of the benefit is determined taking into account the subsistence minimum established in the relevant subject of the Russian Federation.
to receive lifting allowances from the federal budget
A constituent entity of the Russian Federation has the right to participate in subsidizing the housing costs of participants in the State Program and to provide in regional resettlement programs other guarantees and measures aimed at the arrangement and provision of life, including social support, medical care, and resolving employment issues for participants in the State Program and their family members.
A participant in the State Program and members of his family who are resettling for permanent residence in the Russian Federation to territories not related to priority settlement territories are provided with the state guarantees and social support specified in this section, with the exception of a monthly allowance paid in the absence of income from work, entrepreneurial and other activities not prohibited by the legislation of the Russian Federation.
Compensations will be paid by territorial bodies of the Federal Migration Service of Russia for actual, documented expenses after the family registers at a new place of residence. The amount of payments depends on the region of settlement.
Will assistance be provided in solving housing problems of displaced persons ?
Assistance in solving housing problems of migrants depends on the decision of the subject of the Russian Federation. Within the framework of the regional subprogram, the subject can provide migrants with additional support in addition to the main package of state guarantees.
This may include:
– assistance in employment
– support in providing housing
– the opportunity to obtain professional education, additional professional education
Does the Certificate of Participant of the State Program have an expiration date ?
The status of a participant (family member of a participant) of the State Program is granted for a period of five years and is confirmed by a certificate of a participant of the State Program. This certificate contains information about the family members of the participant who have been granted the corresponding status.
The Certificate is not extended. It is recommended to move to the selected region six months to a year before the expiration of the resettler certificate to complete all documents on the territory of the Russian Federation.
In the event of a divorce between spouses, one of whom is a participant in the State Program, the persons indicated in the certificate of the participant in the State Program retain the status of family members of the participant in the State Program.
In the event of death, recognition in the established manner as missing, or declaration of death of a participant in the State Program, the persons indicated in the certificate of the participant in the State Program retain the status of family members of the participant in the program.
If a compatriot has lost the status of a participant in the State Program, or has voluntarily renounced such status, the persons indicated in the certificate of the participant in the State Program retain the status of family members of the participant.
Do migrants have the right to work before receiving a temporary residence permit / residence permit / citizenship?
The participant and his family members have the right to:
– carry out work activities as an employee
– receive professional education, additional professional education
– engage in investment and entrepreneurial activities, including without forming a legal entity and without creating new jobs
– to engage in agricultural activities and agro-industrial production

– engage in other activities not prohibited by the legislation of the Russian Federation

What needs to be done before applying for participation in the GPP?

3. Originals and copies of the birth certificate of the applicant and his family members included in the application.

The applicant-student provides a certificate from the place of study, which must contain information about the form of study, the course of study, the approximate date of completion of study and the field of study or specialty; the certificate must also contain information that the document on the previous level of education (indicating its details) is in the student’s personal file, if the applicant cannot present the original document on education.
If there are family members who are students, a certificate from the place of study is provided, which must contain information about the form of study, course of study, approximate date of completion of study and field of study or specialty.
A document confirming the presence of an academic degree or academic title (if any).
9. Four photographs of the applicant in black and white or color, 35 x 45 mm in size, with a clear image of the face, strictly full face, without a headdress.
IMPORTANT!
All official documents issued by government agencies (of countries that are part of the Hague Convention) executed in a foreign language must be prepared in three steps:
1. certification (legalization) with an apostille stamp on the original document or a separate sheet attached to the original (in the country where the documents were received), confirming the legality of the document.
2. translation of the original and the apostille stamp into Russian.
3. certification of the translation (accuracy of the translation) into Russian by a Russian notary (at the Russian consulate or by a notary on the territory of the Russian Federation)
Other countries provide a translation certified by a Russian notary or at a consulate.
What is the procedure for submitting an application?
After all the documents have been prepared and copies have been made, an application is filled out and a meeting is scheduled at the Russian Consulate.
Before accepting an application for a permanent residence permit, the applicant undergoes an interview at the consulate (other authorized body) in person or via video link (this requirement does not apply to compatriots from among citizens of the Russian Federation, Belarus, Kazakhstan, Moldova and Ukraine, as well as repatriates)
What needs to be done after submitting an application to participate in the GPP?
Wait for a response from the consulate (Ministry of Internal Affairs, temporary group). The package of documents is sent by the Consulate to the selected region. (Usually applications are reviewed for up to 60 calendar days).
The region either sends permission to participate in the GPP, or a refusal. If a refusal is received, you can apply to another region.
If approved, the Participant (applicant) receives an invitation from the Consulate and, at a personal meeting with a representative of the consulate, receives a Certificate of Participant in the state program.

Is there any assistance with moving?
The family of migrants moves to the region of resettlement independently and at their own expense.

What is the procedure for GPP participants after moving?
